Some INI tweaks do stay with saved games, at least historically (with the previous games), so it is likely to do so with some settings in Fallout 4.

Repeatable CTDs when approaching specific outside areas

Are all those plugins active? 'Cuz the STEP Patch swallows up a bunch of those. I'm guessing you missed a step, or even a couple steps. I've not experienced any CTDs in those areas. -
From my testing, I believe it does work, but is very subtle, and since it doesn't work with ENB, it isn't viable. 8x MSAA + Transparency MSAA --> 8x MSAA

Well, never go with heavy armor, that's for sure. Go light armor if you do armor at all. -

True, but I wanted to see what vanilla magic was like. And I love Apocalypse, although some are overpowered, IMHO. -

I was pretty close to a "pure mage" this playthrough, but it is definitely impossible in the higher levels. You basically need to invest in a lot of Destruction and Restoration magic, with Conjuration on the side, and make sure you get plenty of magic enhancing gear. But then, I still had to combine it with other skills from time to time. Basically, I was a hybrid sneak assassin/mage. Now that I'm level 76, I have to pretty much just whack everybody with my weapons. I'm leveling up my enchanting so that I can be a mage again, but truly, being a mage, is quite boring after awhile. There simply aren't enough spells. -

For the water-sky thing, turn off sky water reflections. They're simply terrible. -

My level 74 character has a ~18.5 MB save file and is very stable. But then, I don't use many script-heavy mods. -

That brownness isn't there for me, and I am not sure why you would have it. -
Advantage to that strategy is that the drivers are more "seasoned."

Not enough information. Perhaps you installed 4k smoke textures? -
Make sure that you have some form of Anisotropic Filtering on and that iTexMipMapSkip under Display in SkyrimPrefs.ini is set to 0.

I took these compares when I got the elder scroll in my current playthrough (currently level 69 - never made it that far before!). HRDLC --> Rustic Elderscroll Looks like a no-brainer to me.

While I admire you guys going after the INIs, they are not the true problem. The true problem is you are trying to run a heavily modded Skyrim setup on a laptop that doesn't even meet Skyrim's minimum system requirements, and a Mac to boot. The answer is, you need to buy a computer that can actually play a modded Skyrim. That laptop is lucky if it can play vanilla Skyrim. -
No other changes are made. In fact, I looked, and it never changes the iShadowMaskQuarter value. It might not change it in the INI if for some reason it cannot. Or it decides not to. I've observed varying behavior. The proof is in the console however. Place iShadowMaskQuarter into your INI and load up the game. Then open the console and type getini "ishadowmaskquarter:display" It will return 4, even if it is set to 3 in the INI. You simply cannot change it.
