I see you have the FPS limiter enabled in enblocal.ini so I think you'll want to disable this and use vsync if possible. I seem to remember the FPS limiter may cause stuttering. What are your VRAM settings in enblocal.ini? I don't see the [MEMORY] section listed in your original post and it should be something like this: I'm curious about this setting because I seem to recall (although it's been a few years since I've had a video card with 2GB VRAM) getting stutters when I hit the VRAM limit. You can use Skyrim Performance Monitor to determine whether this may be the case. -

Click the Wrench and Screwdriver icon in the toolbar at the upper right to open the Settings Dialog, click the Plugins tab, select BSA Extractor at the top of the list, and ensure enabled is true. When you install a mod containing a BSA it should prompt you to extract the BSA to loose files. -

I always use the Manual Download link and save the mods in a categorized folder structure (something like Skyrim Mods\Animation\FNIS) and then install them from my local drive. This saves a lot of time when I rebuild guides because I can get the mods locally without hitting Nexus. -
I created a hard save, verified repair from the weapons menu is working, cleared out the Bison Steve Hotel, and verified Repair from the weapons menu is still working. I then talked to Steve about repairing the hotel and verified weapons are still working. I then completed some of the quests to rebuild the casino and repairing via the weapons menu is still working.

The New Bison Steve Hotel and Lucky Casino seems to be the most obvious potential culprit here, although I haven't cleared Primm of all the convicts yet. I kinda got sidetracked in Tales from the Wasteland quests. Did you install New Bison Steve 107 MASTER FILE VERSION and the New Bison Steve Version 107 - SORTAMATIC VERSION optional file? I'll try to get back to Primm this week to see if this happens to me as well after clearing the convicts out of the hotel.

If you are using Skyrim Legendary Edition, the STEP 2.10.0 Guide is the place to start. If you haven't used any of the tools previously, you may want to read the Mod Organizer Recommendations and the Mod Organizer Guide linked at the bottom of this page. You'll always want to read all of the Detailed Instructions available links in the 1.C Install Utilities section.

The reputation system seems to be working fine for me. I currently have reputation with a few factions in Good Springs, Novac, Primm, NCR, and I'm utterly vilified by Ceasars Legion as always. You might go back over the Machienzo Gameplay Tweaks and the merge in this section. Lonesome Road True Faction Allegiance fixes the faction allegiance for Lonesome Road and Primm Reputation Restored fixes the reputation system for Primm. I don't really see how these can affect the reputation system in other factions, though.

You generally want to keep the vanilla DLCs in the data directory and the cleaned version stored as mods in Mod Organizer (named something like Cleaned Update, Cleaned Dawnguard, etc.). The reasoning for this is that this keeps the data folder as pristine as possible and Steam may one day (when you least expect it and without warning) decide to revert any files back to the original Steam versions. The last time I went through this process (when STEP 2.2.10 was released), Mod Organizer 1.3.11 behaved well and placed all the cleaned masters in Overwrite as expected. I do know you may get one of two behaviors with this process and nobody really knows why: 1) The dirty mod stays in the data folder and the cleaned mod is created in the Overwrite folder, or 2) the cleaned mod ends up in Overwrite and the dirty mod ends up in a backup folder in Overwrite for some reason. In the latter case, you'll need to manually move the dirty mod back to the Data folder.

My standard policy is to download the archive, open the folder in Explorer, right-click the archive file, select Properties, click Unblock, then extract the unblocked archive. The basic gist here is that Windows 7 (and I assume Windows 10) tags all extracted files blocked if the archive is blocked and unblocking the archive is a lot easier than unblocking all the extracted files one by one. I finally tired of this masquerade so I disabled saving zone information in group policy, although the usual caveats, warnings, and disclaimers that you do this at your own risk apply here. -
This may be an open issue in Mod Organizer. MO2 causes crash on load when using 3 specific F4SE dll mods together

Use BethINI to establish known good versions of the skyrim.ini and skyrimprefs.ini files and verify this solves the problem before doing any tweaks to the INI files.- 1 reply

You should be using Mod Organizer 1.3.11 with Fallout New Vegas and other 32-bit Bethesda games. Use Mod Organizer 2 only with Fallout 4 and Skyrim SE. -

I know you can use MFG Console with Skyrim to do exactly this but I'm not aware of a similar mod for Fallout New Vegas. -
The issue with the female bodies (like UNP and CBBE) is that they don't work well with vanilla clothes and armor. If you use the UNP or CBBE body, you'll need to also use UNP or CBBE clothes and armor mods. I'm not aware of any good quality vanilla female body replacers, although Nexus has been searched deeply for one.

I haven't finished installing all of the guide yet (I'm currently at the Yukichigai Gameplay Tweaks section), but the FO3 Weapon Enhancement Pack overrides 2handrifle/microfusioncell01.dds and 1stpersonsmallenergycell.dds from EVE - Essential Visual Enhancements and several textures from Retextured Fallout Ordnance. -
Happy New Year everyone. I didn't really do anything exciting last night. Just stayed home installing and testing essabee's Fear and Loathing guide with the noise-cancelling headphones on and watching the fireworks through the window. I had to put the headphones on because they are using new fireworks this year that sound like automatic canons.

I would lean toward not merging these mods as an interim solution because Creation Kit may add wild edits (like navmeshes) when saving an unmodified mod and I think navmeshes can't be merged. I think I remember this happening to the person diagnosing this issue on AFK mods. -
I have this enabled in the video driver settings (in my profiles for Fallout New Vegas, Skyrim Legendary Edition, and Skyrim SE). If you are using ENBoost or an ENB preset, you may enable AA and AF using the settings in enblocal.ini (although I think driver settings are generally preferred for better performance). @essarbee's guide has instructions to enable AA an AF in the enblocal.ini in the Extenders section.

This is a known issue with Beta 2 version of Wrye Bash. You can read some information about it in recent posts in the SLRE Extended: Legacy of the Dragonborn main topic. A possible workaround is to use Beta 1 version of Wrye Bash in the interim.
