I agree that Skyrim should fly on a 480. I have a 290X and have never noticed any issues with performance in Skyrim on Windows 7.

Completely disable Norton AntiVirus and repeat the test again. Norton unfortunately is more trouble than it's worth so I would go with one of the more friendly packages like Windows Defender that's bundled with Windows 10.

Quick question regarding upgradaing to extended

Brawl Bugs Fix and Disease Descriptions are included in the STEP Extended Patch so you can remove these mods if you install STEP Extended. The STEP Extended Patch also includes Optional Files and Compatible Mods section of Even Better Quest Objectives so you'll want to reinstall this with the modified options. You'll also need to reinstall the STEP Compilation so it installs the STEP Extended Patch and rebuild the bashed patch. I don't think any other mods are affected. I don't think you need to redo DynDOLOD when going from STEP Core to STEP Extended either since all the LODs are in STEP Core if I'm not mistaken. -
I'm really looking forward to STEP 3.0 in which STEP Core is the base and STEP Extended is basically just a pack on the side. This should provide a wide-open foundation for more packs and I'm hopeful people will take full advantage of it for custom builds. For me, it's somewhat of a fine line because I think the initial mage levels are broken but it does improve if you really work at it in the higher levels. The few times I tried being a pure mage, I could never make it out of Helgen in one piece without resorting to a melee weapon because flames doesn't do much damage and magicka doesn't last long enough to do any real damage. The really difficult part is walking a tightrope to find the right balance, but I think overall even melee players are overpowered once they reach into 40s and higher levels in the vanilla game. Now that you've opened this discussion into the possibilities of improving mage play, I might give it another shot using some of these mods.

Not So Fast - Mage Guild basically forces the player to wait 8 days before starting the Saarthal quest after the initial lesson and waits 8 days before the Psijic monk arrives after Tolfdir discusses the orb so it's pretty much along the same lines as Not So Fast - Main Quest. I would have preferred it to force the player to complete a set number of radiant quests before advancing to the next quest (like Enhanced Skyrim Factions - Companions), but I think this isn't really feasible with Mage's guild since these radiant quests are no more than "go fetch a book" from somewhere and get really tedious quickly. I still consider this a good mod and keep it in my profile on top of STEP Extended.

Look in the right pane and select the Archives tab. You should have "Have MO manage archives" at the top checked and all the BSAs should be checked as well. -
This was discussed earlier I think in the Better Beast Races topic. This just provides textures for Argonians so you can either leave it out or use one of the alternative mods listed in that topic depending on your preference.

This bug was originally reported after Windows 8 was released and hasn't been fixed in Windows 8.1 or Windows 10, so I doubt it will ever be fixed. Some folks here report that Skyrim works fine on Windows 10 provided you stay below the 4GB VRAM limit although you may expect some stuttering and odd issues if you go over the 4GB VRAM limit. If I were in your shoes, I would try it first with the mods you want to see it in action before deciding to dual boot Windows 7. -

Do you have the FNIS mod enabled in the left pane of Mod Organizer?

What you want as the end result to keep the original, unmodified masters (skyrim.esm, update.esm, etc.) in the skyrim/data directory and the cleaned versions saved as mods named something like Cleaned Update, Cleaned Dawnguard, etc. in Mod Organizer. This way you don't have to worry about Steam updating the files in the game folder since these are all vanilla anyway. Once you get good clean copies of the masters, you can save copies of them somewhere in ZIP files and install them using Mod Organizer if you ever decide to start fresh.

You should have the original, unmodified mods from the game in the Skyrim\Data folder and the cleaned versions installed as mods in Mod Organizer. I usually name mine something like "Cleaned Dragonborn" and keep them near of the top. This way if Steam decides it needs to update the game for some reason, your cleaned mods won't go up in smoke. Now that you've established the base game itself is working reliably, install the cleaned versions in Mod Organizer as mods and enable them but without any other mods and try to reproduce the crash. If this is working nicely, enable small sets of mods (say 5 at a time) and repeat the test until you find the culprit. It can be time consuming and aggravating, but this is really the only way to determine which mod is causing the issue. -

If you can reproduce it in a vanilla profile (with no other mods, meshes, or textures) and with a new game, I'd first use BethINI to establish a good set of INI files. If this doesn't solve the issue, use Steam to validate game cache to see if perhaps something is corrupt. If you've cleaned the game masters (Dawguard, Hearthfires, and Dragonborn), ensure the cleaned versions are unchecked so you use a pure vanilla game. Assuming this works (and I can't think of any reason it shouldn't), reactivate the cleaned versions of the vanilla mods to see if you can reproduce the issue and then start adding mods in small batches and keep testing until you find the culprit. -

Oh boy... I had forgotten all about the jump height message. I think primarily because it usually appears onscreen after that really annoying message from ENBoost and I'm trying my best to ignore that part of the screen. -

What message in the top left corner? The only messages I recall seeing there is the message from ENBoost (each time you start the game) and the notification of mods being added to the MCM menu (the first time you load a save or start a new game with mods that include an MCM menu).
