OK, so I was just looking at @Nebulous112's screenshots of his MO install of STEP and was surprised by the comment that this mod is not part of STEP. Have we just assumed everyone will have this installed and not bothered to explicitly explain how to install it, or are we taking a position of this not being needed if STEP is configured as shown? Either way, surely this gem could be part of the "Utilities" or "Extenders" sections?

Perhaps the 65% for the H3 underline could be further reduced to something below 50%? That way it will more easily be seen as connected to the previous content under the H2 heading. Minor quibble on my part.

The switch "--single-process" is only necessary if you run it from MO, as you are having issues getting the tool to run at all, perhaps you could verify you have installed the correct LOOT. On the LOOT download page there six downloads available. If you want the FULL LOOT you must choose either the LOOT.Installer.exe or the LOOT.v0.8.1.7z. The first listed download is just the API to update the "Sort" function inside MO and the last three are for those that want to tinker with the code. For the sake of ease I suggest you choose the installer version and install LOOT into a folder away from any Windows control, such as @Greg has in his examples. Once installed simply run the executable as you have been doing, or trying to do. If this does not produce any result then I suggest you ask for help at the LOOT site as something more drastic will be at play other than an error in installation.

You Can Now Open NXM Files Using Multiple Programs

Run the "nxmhandler.exe" tool in your Skyrim folder and note that ALL games are currently being managed by either NMM or MO. On the line that manages Skyrim ensure that MO is still managing mods for that game. On your FO4 line change the executable name and path to point to NMM. It should look something like this: skyrim | D:\Games\ModOrganizer\FNV\ModOrganizer.exe fallout4 | D:\Games\Nexus Mod Manager\NexusClient.exe -
If you allow the PMOP tool to "fix" that order, keep in mind the actual *.ESMs are NOT being moved. What is being moved are the "Unmanaged" mods, ie. the BSAs foe each of those DLCs. Remember: Left pane is mods, right pane is plugins. Please see this topic.

Which version of Python is supported by MO?

Perhaps if you focus on the actual issues that you have encountered and shows us those details. To run MO you don't need ANY version of Python installed. Every installation comes with it's own stripped version of Python code, [python27.dll, python27.zip], necessary for running the few Python plugins installed with it. -
The masterlist.yaml used by both MO's "Sort" and LOOT is found at that location. The reason I mentioned not to use both together is depending on the version of MO you have, the format of the master list could be slightly "off". LOOT updated some features and there were minor issues. If in the future they, LOOT's developers, do something similar again that issue might return. I concur with @Greg's view that LOOT simply finds nothing needing changing and it looks like nothing has changed. Since you say the timestamps are changing though we can safely assume it is working correctly.

I've just been reading a whole heap of posts on the "interweb" about all necessary changes to your game can now be safely added to Fallout4Custom.ini and thus avoiding issues with the Bethesda INIs being overridden upon updates or cache verification, or any other means there are. Have you noticed that file? I don't actually have the game so I'm no help there, but there seem to be no issues from the reports. This would mean all the changes currently being made can safely go into that one INI.

When you run LOOT via MO does it show the correct set of plugins for sorting? ie. is it actually installed correctly and seeing the MO profile you want to change? As a test, examine the folder for the currently active profile in Explorer. If the time stamps for loadorder.txt & plugins.txt are being changed after you run LOOT, then there is no issue with LOOT via MO. If those files are unchanged then your LOOT installation isn't correctly set. Secondly it isn't advised to run both "Sort" and LOOT, especially if you haven't updated the LOOT API in MO's installation. You may have issues with conflicting masterlist.yaml records. My advice is to use ONLY LOOT, since you already have it installed and are currently trying to use it. As a rule you shouldn't have to run anything as administrator, this avoids issues where one tool run as such has greater privileges than the next tool that tries to manipulate the same files. So, if you can install both MO and LOOT outside of any UAC folders, ie. Program Files, Program Files (x86), and also away from the game installation folders, you may not need to apply higher privileges to those tools.

What guide are you actually following? The F&LNV guide doesn't make mention of referring to BOSS reports as an indicator of which plugins to clean. BOSS has long since been replaced by LOOT as the tool to use for sorting plugins. The process of cleaning plugins is identical for all Bethesda games so this Skyrim specific guide will help you in the process. Take particular note of the "two possible outcomes" when using xEdit from within MO. -

Let's eliminate the obvious. When you updated FNIS, did you install the new version into exactly the same folder as the previous version? If not then the shortcuts will be pointing to non-existent executables. There should be no issues or conflicts with the latest version compared to version 5.5 when it comes to necessary software dependencies or such like. If 5.5 works then 6.2 will also. Lastly can FNIS be started from outside MO? If it can, and there is only the issue from inside MO, you will need to post your logs so we can see what isn't being hooked. -

WB can be safely uninstalled and reinstalled into another location. It too doesn't need to be installed into the game's folder structure, it gathers all the needed information about which game(s) to work with by their registry settings. -

MO is a "portable executable" which simply means there are no hidden settings stored elsewhere on your system, no registry settings or obscure INIs found in "My Documents" or such like. This means all you need do is move the installation folder to the new location and either via the "Settings" tool inside MO, or with a text editor open modorganizer.ini, and ensure al the paths to the various tools you have installed are correctly set. The actual mods, downloads and profiles you have are safely stored in those folders named accordingly. -
Considering most of the features existing in 32bit MO will be migrated over to 64bit MO, then yes, worth asking! (Still really bummed about the dropping of BSA management. )

I've noted a couple of users lately that had this "so-called" error of FNIS not working, turned out they had forgotten to activate FNIS in the left-hand pane of MO. Have you too forgotten to activate it? -
@Tannin may be too busy but since @thosrtanner has been doing all the code work for the fomod stuff you might want to let him know anyway. There are a few code submissions from him waiting to be applied and this might make the cut as well.

The fomod is drawing the first choice for the name of the installation from any mod currently installed that shares the same Nexus ID. If you have the Optimised Textures mod installed before you install this one the fomod will default to the name chosen for that mod. If you install this mod as the first one then the name given as default is "STEP Mod Compilation and v2.2.9.2 Patches". You can examine how MO determines the name if you watch the messages in the log window at the bottom of the UI. Since both mods come from the same Nexus ID you will always see this sort of behaviour.

The SR guide could probably do with a small update on this matter. Have a look the STEP guide and note the reasons why some users see this result and what you need to do about it. -
Then the "Profile Overdrive" might be the feature you are after. It monitors: Activity, GPU Clock, Memory Clock, Temp. & Fan speed and provides a method of assigning limits to your GPU Clock & Power via a graph. Haven't used it myself, just stuck with the presets they provide, but it might be useful.
