I think I'll be giving Fallout 4 (and the next TES if and when it happens) a miss. I'm still not really happy with Bethesda and the whole paid mods debacle.

No, you need an .exe file in the exes folder as well. However, when I've used ENB with the 4GB loader in FNV I've never had to use the exe folder. Try just simply putting the .dll file in with all the other ENB folders in the New Vegas directory. With ADAM, don't download it from Steam. Use the link for it in the Guide. -
Just the files named as above the male and female makeups and the blackblood. That's exactly what Neo asks you to do anyway, just in more words... Even easier. If you merged the meshes part and the normals part into one mod they're all there in one mod for you.

Not had time to do a full check, but people crashing around Embershard is apparently not unusual. IE you're not the first I've heard of. Very quick one I can see is that you can save one esp slot by removing Wet and Cold, Wet and Cold Ashes and Wet and Cold Holidays and upgrading to the new Wet and Cold which has Ashes built in, and Isoku's Holidays mod, which is essentially Wet and Cold Holidays stand alone. -

Interesting way of looking at it. I must admit I'd never even considered that view at all... -
I use all 3 of them with STEP, Falskaar and Wyrmstooth are already in SR:LE anyway. I usually do the two world expansions after doing all the fixes, Unofficial patches and UI stuff, so reasonably early. Vilja can go in anywhere but I usually do that around the same time I add RS Children and anything to do with chancing people's appearance. Same for any other companion mod you might use, like Sofia etc. If you're not sure if a patch exists for the mods you have try searching Nexus for 'Falskaar' (for example) and they should show up in the results.

Not sure that would be Right To Bear Arms doing that. Have a look at anything that adds armour, like ADAM for example. (Being serious for a second...) -

No it doesn't. It says 'Also Install Hotfix File'. Additionally the Hotfix file still suggests you install it with either of the 1.6 versions. -

There's 2 ways to sort it. Either edit your ini with the fonts part of the post that SRB has above. OR check to make sure your ini files are not read only. I've managed to fix this before by checking that and changing them from read only. Then reinstalling UIO. Problem solved. If you're cluey, you can use MO to make an ini tweak inside the UIO mod to add the part SRB has above. But if you're not confident doing that, just use MO's ini editor, copy the fonts part of SRB's post and paste that into the ini. -

The real solution is to use the mod package called The Ruffled Feather and it's optional files. The author of Enhanced Distant Terrain repacked all his mods into one package. There's been a few posts/threads on this subject here already. Not sure how Google wouldn't have found them.

If you want to upgrade from 2.2.9 to 2.2.9.1 all you need to do is add the changes. IE install the changed mods, remove the removed mods, and then drag the new mods into the correct order in the left pane. Then LOOT will sort the plugins as needed. You'd need to redo the Bashed Patch and any Dynamically made patches. All good. As for the time, I'd rather they got it 100% right first before tossing it out and having to change it.

Enhanced Distant Terrain 2 is now part of a mod pack called The Ruffled Feather, by Sparrow Prince. There's a few posts about it here on the board. You'll find there's other STEP mods packaged in that mod, so I'd just grab it and install just the STEP mods via the FOMOD installer. -

I only use it when I have some mods in customized spots and I'm adding/subtracting others, and possibly LOOTing in between. Once I'm satisfied I unlock everything and just leave it alone. -

Another way around that is just to move the patches in the order you want and use MO's lock load order function to keep them there
