Why are lockpicks so hard to find?

I've been noticing that very few sellers seem to be selling lockpicks. I don't recall them being so scarce in the vanilla Skyrim game. I'm playing STEP Extended.

 

Makes it difficult to plunder loot when I can't find lockpicks in the inventory of most merchants.

Yeah, they should probably be crafted. I think one ingot = 10 lockpicks. Pretty good deal.

The vendors that accept stolen goods typically have them.

I regularly find lockpicks at the Riverwood Trader and Belethor's, and that's with Stealth Skills Rebalanced by Kryptopyr installed (which makes them more rare). BTW SSR allows crafting of lockpicks (with the appropriate perk from the Lockpicking skill tree).

There's a great mod for lockpicking which will save you some frsutration and some lockpicks without changing any game mechanics:

I always have a surplus of lockpicks. Maybe its all the lockpicks I pickpocket.

I installed a mod that removes the lockpicks from all vendors and made them rare on NPCs.  I still have like 150 lockpicks.  :-(  I guess I kill a lot of bandits.

There are mods that introduce crafting recipes to make your own too.
