Marked Accepted, created mod page, added to ModList and changelog.

Moved to Resources
Does not expand any functionality of MCM. Only provides an alternative way of creating MCM menus, thus a Resource. This is similar to Base Object Swapper and SPID in what it's providing for authors/users.
