LOOT sorts the plugins correctly and we take care of anything else in the LW patch. It's more about the plugins than the mods.

If following the STEP guide v2.3, we don't need to install the newly uploaded optional files, correct?  STEP uses a different horn candle mod (not SD's) and SMIM's Lanterns are unticked.  Is STEP planning on changing to these in the next version?

Correct. Step Guide users do not need the optional files and we're not planning on switching to these mods. Those options are provided for other users that may need them.

Mod recently received major update, and lots of changes stated.
Is it ok to update to it now, taking into account that there is step patch for lighting?

Yes, this update is mainly changing the behavior of the existing RS lights in Riften. The horn candles incompatibility doesn't apply to the Step build. I updated the mod installation instructions for the 3.0 update (removed the USSEP option is all).
