I think it meets this definition, no? "Mods have a programmatic component that fixes various bugs and/or inconsistencies" What this mod does: "Ensures the journal menu always opens at the system page tab." ... so if the journal menu doesn't always do this, it would seem to be a bug or inconsistency (IMO) that this mod alleviates.

I guess that makes sense, though I don't think the journal menu remembering your last menu option was a "bug or inconsistency" but a deliberate choice from bethesda. It's not a big deal or anything, just seems like a preference thing more than a bugfix.

Yeah, it's not a bug. It just forces this behavior, which is was the default behavior for LE, I think. They changed it for SE and this mod puts that behavior back.

OK, so this should probably be in Interface then per our flowchart (as opposed to Extenders, since it does affect the interface specifically)

I still believe it should be moved there. Agree. It's not a fix. It's an interface modification. It's also additionally an 'Extender' strictly speaking, but we have already agreed that any extender-format mod with a singular purpose that associates its impact with a given ModGroup should be placed into that ModGroup ... so again, 'Interface'.
