So, in Megaton I noticed that two NPCs have different head colors than their body: Colin Moriarty and Doc Church. Both have really pale heads.

I did some googling to find out a solution and already did the bLoadFaceGenHeadEGTFiles=1 fix, disabled Project Beauty and started the game, did the "Can be all races" edit in GECK, nothing worked. The only thing that seems to work is disabling FO3 Wanderers Edition, but this only works for Doc Church, not for Colin Moriarty, which is strange, cause i don't think that the FO3 Wanderers Edition made changes to head textures. I also tried to disable all mods that made changes to NPCs textures, including Roberts Male Body, Type 3 clothings, to no effect.

Vanilla Fallout works without this issue.

Any thoughts?

Thank you very much.

Huh, before I read the post, by topic title I wondered if you were using any mods or whatnot.  The problem with the various NPC's having different color textures for their bodies than their heads is mostly associated with the vanilla default game.  The UPDATED Unofficial Fallout 3 Patch should resolve most if not all of that, but I dunno about Fallout Redesigned specifically.  My first suggestion would be to include the latest version of the UUFO3P if you haven't already; failing that - if it was me - I'd kinda go through the various steps provided in the guide and look to any number of YouTube videos courtesy of GamerPoets.

Sorry I can't personally speak more to this, I'm a fan of Fallout 3, but the time I've had to mod and play it has been fairly limited.  The best recommendation I can otherwise make is update your OP with your mod list or LOOT export, detail the various important bits of your machine (OS, CPU, GPU, and version of Fallout 3 (Assume GotY, but Steam GoG, or Disc?)), and wait a few days for a more knowledgeable poster.  Hopefully the UUFO3P is good 'nuff.

Thank you for your reply, SergeTroy. I already have the last version of the UUFO3P. I will probably redo the guide with a clean Fallout 3 installation paying close attention to this issue, but, like yourself, my time is also fairly limited. I will update my post with these info. I completely ignored the bash tags and the bashed patch section of the guide because, like I said, I have limited time. I don't know if this is what caused this issue.

My pc info: i7-6700HQ, 16gb RAM, GeForce GTX 1070 8gb, Windows 10 Home, Fallout GOTY Steam.

You'll definitely want to use a bashed patch because the bashed patch can solve a lot of issues with mods that change the same record in different ways. It won't solve all issues in the universe (darn it!), but it does solve a lot of the easy ones.

After I published this post I watched and read some tutorials online about bashed patch and managed to create one. It resolves a problem that I was having with missing textures when I loaded the FWE patches, now it works fine. However, the mismatch head and body colors is still there. I'm thinking about starting over and use lesser mods, paying close attention to what they are doing to my game...

This problem with head/body texture mismatch has come up multiple times in these FO3 forums, especially with the example of Colin Moriarty. I haven't seen a good solution when Project Beauty (Fallout Redesigned) is used. I keep hoping that someone will find the answer.
