See this Reddit discussion: https://www.reddit.com/r/skyrimmods/comments/4pp2gu/psa_there_is_a_bug_with_vanilla_skyrim_that/

Requiem article that Reddit is discussing: https://requiem.atlassian.net/wiki/pages/viewpage.action?pageId=61472833

It seems there is a vanilla Skyrim bug that enemies in the current cell have their perk values multiplied upon reload. The article advises that a "double load" will fix this issue.

I am wondering if exiting to desktop and then loading would also fix this issue, as has been advised in the past for other save issues. (For example, see Neo's advice in SR:LE to exit to desktop after character death.)

Edit: Apparently exiting to desktop doesn't cut it, as you can see from the videos in the article that he actually did exit to desktop. I was confused as the next frame shows him in the main menu. He probably just edited the video to remove shots of his desktop.

I seen this on Neo's Guide a long time ago, but forgot about it. Seems there is nothing to do at the moment besides recommending a double load any time users load a saved game. This actually explains why some of the enemies I've faced seem near impossible to beat when I should have been able to take them out.

I'm sure someone will create a mod for this soon. Maybe even the Crash Fixes mod author will whip something up that will correct the issue.

Double load from desktop? Or load from desktop and then load again from the menu?

We still need to load from desktop after dying, per Neo's advice, but I wonder if we have to load from the game menu for the second load to get around this new issue.

More testing is needed. Stupid Skyrim engine. :-P

Looks like you were right, Tech. New mod named "Bug Fixes" fixes this issue, includes meh321's Lip Sync fix and others. Posted in the mod forum and marked for testing.
