TES Alliance is the only one I can think of. I'm sorry to hear this. The STEP team is discussing some ideas, behind the scenes, for you Mod Authors who what to leave the Nexus crowd behind. We have some good ideas going but one thing we wouldn't be able to do is host files. The bandwidth costs would be too high. We'll come out with something in a few days so I'll add your name to the list of authors to be contacted.

Use the one from the video card, in this case. As for what happens, ENBoost will have less memory to access, but it likely didn't need that much to begin with. Remember that setting only tells ENBoost (enbhost.exe to be precise) how much memory it can use. That doesn't mean ENBoost is actually that much memory. It only uses what it needs. -

I love the concept, but I would rather see the armors adapted than just seeing the ears. This would defeat the purpose of the armor. Take the steel armor. The helmet is meant to protect the head, but in this version the ears would be chopped right off. It would make more sense to make a pouch for the ears that would match the material used. I do understand this would be a lot more work, though. -

There's also a list of popular ENBs on the ENB Guide. As for LOOT, there's isn't any specific order. As long as you've included the Meta Rules from the mod pages, you'll be good to go with whatever order the mods are in. -

If you're running into RAM issues, be sure you have ENBoost installed. If that doesn't fix it, you're going to have to install lower res options for some of the bigger overhauls in order to reduce memory usage. The latter option should be your last option unless you installed texture mods that are higher than the recommended baselines. (i.e. installed 2K textures rather than the baseline recommended 1K textures). Textures will eat your memory up fairly quickly so be careful with what resolutions you install. Keep it realistic for your system. -

There are actually only two mods I use for XCOM and would highly recommend: TwisTs SweetFX - This is just for graphics and provides are much better experience. I tried several SweetFX presets, but landed on this as being one of the better ones...if not the best one. (subject to opinion) YAXO (yet another XCOM overhaul) - This is an overhaul that will make the game much harder but strikes to also balance it out. You can read the entire list of changes on the mod page, but I highly agree with the majority of them after playing the game through once without it. If you haven't played it once without this mod, I would suggest you do, simply to get familiar with the game first. Then install this mod, and be prepared to fail! Tip: max out your soldiers when this mod is installed! Since healing times are extended, you'll find yourself with not enough soldiers to complete your missions! That is why I'm currently stuck on a level and will probably have to restart the game. -
I'm with Shadriss on this subject. I don't condone overclocking, but I'm not against it either. I personally thing you should buy hardware that will handle your current set of games or the games you plan on purchasing soon without any issues. Then over the next few years, if you find you need more power to play the latest games, then you can overclock. There is not a single component in my system that is overclocked. My system is now a year old, is still running smoothly, and is still an extremely stable system. In fact, I'm still running the stock CPU cooler. It's all I need right now. I have software that came with the motherboard from ASUS which controls the fans in the system so that when not under load, I can barely hear anything from it. Then when I put the system under load (like gaming), the software cranks up my fans to compensate...which I still never hear it because I have the volume up or my headphones in. Overclocking, imo, is a final opinion before buying new hardware; not an initial option for a new system. Imo, if you're having to overclock your new system, you failed at building it properly. Now, with that said, I am fully aware there are some that do it as a hobby and do it simply because they can. However, in real world use, overclocking should rarely be needed.

I have a ton of games that I need to play. On a semi-regular basis though, I play X-com (modded) and Torchlight II. Game that I have which I need to play: Deus Ex: Human Evolution, FNV (I'm wanting to mod this but don't have the time right now), Half-life 2, Hitman: Absolution, Metro 2033, The Witch 2 (started but quickly found that I needed a controller using a keyboard/mouse is insane), Assassin's Creed: Black Flag, and Dragon Age: Origins (started several times and have gotten really far several time but never finished the game). -

STEP is just meant to be a base to which you can build upon. That's where we have the Packs. Many users install STEP and then add their own flavor of mods on top. So to answer your question, most mods fit and work well with STEP. -
Maybe, but you'll have to move up in the ranks. It's in the AdminCP and mods will never have access to that. The STEP Staff group and Admins are the only ones with access and the STEP Staff group is even limited in it's use. We only have access to certain things. The Admins run a tight ship!

Keep it at 60. Skyrim does not like anything over that. Remember that it was made on old tech and 120hz monitors really weren't around or popular if they were. You'll have all sorts of havok issues if you go much higher than 60. -
Never read that there was a $400 budget. If that is the case, keep the motherboard and CPU. Upgrade the GPU and then the next step would be an SSD. As for future proofing, you are right. That is a money making scheme by the CPU manufacturers. The current generation is socket 1150. The next generation is 1151...one pin difference. WTF! That's a money scheme if I've ever seen one!

The memory parameter looks good. If want to use the ENB AF, then you'll need to set it to true. Else, you can use the driver AF instead. Test it out in-game and see if your performance issue is fixed.
