Moving fog line or shadow line?

I am not entirely sure how to explain this but I seem to have a moving fog/shadow line. When my character moves forward you can clearly see where the fog/mist lifts as it clears up. Any ideas on how to fix and or what it is? I have an image where I've tried to clearly mark it.

Using ENB? Toggle it off using Shift+F12 to confirm if this goes away. It should be fixed in next update.
