Arthmoor says (on the official forum uskp thread) that a fix of some sort will be issued "soon", but that people need to be patient since some things need to be verified. From what I've read you'll have to revert to a prior save if your affected by this once a fix has been released. -
Its caused by the latest USKP, a hotfix should be out soon.

Since your probably modding your Skyrim I wouldn't use it since whatever it suggests applies to a unmodded Skyrim. -

It doesn't do the same thing as Better Dynamic Snow so its a moot point. Its only a texture replacer unlike BDS. -

Are you sure about that? Why the NMM team hasn't implemented such an important feature yet? While I personally use WB these days I'm quite familiar with NMM and what EssArrBee is claiming is a common but untrue statement. NMM reinstalls overwritten files just fine, it does track in which order you install files. -

I think the fear of new official content most people seem to have is much overhyped.

If you want something to have better control over follower outfits and nothing else I'd recommend Change Follower Outfits by PrinceShroob. I've used it alot and haven't had any issues with it, the author is a frequent contributor to the Unofficial patches so he really knows his way around the skyrim engine which is comforting to know :) That said UFO is a great mod in its own right and shouldn't cause many problems, it just does more then I want.

I'd try reinstalling TES5Edit and see if that fixes it. I have very little practical experience with MO but I guess something might have gone wrong when you installed SFO so you could uninstall it (SFO) and see if you still get the error with TES5Edit.

My point is that since in my experience these lighting overhauls have alot of problems still you shouldn't include any of them but consider at least include striping fixing since its one of the more obvious "bugs" and the mod I mentioned doesn't seem to have any real downsides that I've noticed so far. Shadow striping fix plays nicely and compliments ENBs and weather/lighting overhauls like CoT/RCRN/RLwC. These all in some degree improves lighting in their own way except that none of them fixes the actual striping.

I'm sorry but.... have you checked the message? Should probably be in your TES5Edit folder, check for logs.

If I remember correctly the USKP fix only kicks in if you advance the Civil War questline to a certain point. So don't expect to just walk up and kill the commanders right away.

I'd suggest you consider Skyrim Shadow Striping Fix that is only concerned with fixing actual striping fixes, like the one in Breezeholm and others. Less hassle more compatibility.

Most ENB presets made in the last few months make use of SweetFX or standalone SMAA actually. Never seen one recommending FXAA.

Afterburner has issues with RCRN if you don't tweak it, they have instructions for it on RCRNs homepage. I can imagine it can cause issues with other post-processing programs as well. 1200-1300mb vram usage with the HD DLC is certainly reasonable. -
From my own testing I'd agree that it is pointless.

Its best to check that yourself, its very easy to just change settings, load game look around, quit change settings reload etc :) It won't do any harm to your game afaik.

I was born in the 70s and also see the penalties as weird and unlogical :) Most I know see them as you do, as something that was mostly applied as a balancing act for class-based systems. Btw I find it equally weird to give bonuses for not wearing armor hehe. -

I find this funny to read actually, being a tabletop roleplayer I've heard all these things a million times before :) Most major roleplaying systems moved away from penalizing magic wielders from wearing armor sometimes in the early 90s btw :)
