You are running it through Mod Organizer, correct?

Of course, no lock mod order or anything. I'm thinking /maybe/ Wrye Bash is somehow responsible for this but I doubt it, I uninstalled OBMM in my doubt too (I used it to install those pesky OMOD only archives).

Strange. This is indeed a bug. Just tested on my Oblivion version. Although using external LOOT worked for me, the sort button didn't save the changes. Make sure you click Apply when using external LOOT.

Still not applying the changes with external LOOT.
