Willow and JIP C&C

I have followed the guide. I just got Willow. She is my first companion. She is following me around, but I have not done her quest. I can not get JIP C&C to recognize her. It say "You do not have any companions" in the top right. I can't force add her either. I googled, but could not find an answer.  Any ideas?

Do you have all the required plugins?

 

Requirements
 

• The New Vegas Script Extender (NVSE) version 5.0b2 (or newer), installed and loaded with the game.
• JIP NVSE Plugin version 26.00 (or newer).
• The Mod Configuration Menu

Willow will not be a full companion until you have completed her first quest, "Beauty and the Toys". She should be added to JIP C&C after you complete that task.
