Is it safe to optimize the textures from STEP Compilation(Normal Res)?

Anyway, I'm using a laptop with 1366x768 display and running the game at 1280x720 resolution. I'm planning to resize them up to 1024x1024 (uncompressed and compressed maps). Is it safe to do so? -

Can someonePlease show me a pic of there hearthfires and dragon borns folders inside the texture folder that has accurate file count and size accoring to DDspot file tree im missing 2 folder from hearthfires but have the right file size and 1 folder from dragon born and have 5 extra files.
