More Perks' "Early Training" is not working.

I was just playing the game normally and I had picked up the perk Early Training, but it's not working.

I had looked at the perk in FO3Edit and it looks fine, tried rearranging my mods a bit, but nothing seems to work!

I think it may have something to do with FWE, because when I toggle the Power armor fitting setting off and try to equip power armor, it works. but when I leave the pipboy screen and come back again, it doesn't work. Am I doing something wrong?

I haven't used this perk so I'm not familiar with any problems with it. If you go through the Anchorage DLC quests you will receive training in Power Armor. This DLC can be taken fairly early in the game, so I didn't see the need for the Early Training perk. If you have already done the Anchorage DLC main quest the Early Training perk is unnecessary and doesn't work.

I was thinking about just removing the Early Training perk and adding another at that level. Might as well since the perk in question won't work.
