bug Dead Money Gala Event Bug

Hey, so I'm stuck on Trigger the Gala Event quest where you use the panel by the window and when I do use it, it just removes my hud for a second and does nothing else I tried ResetQuest 01000fc0 and SetStage 01000fc0 10 and that didn't work.  Load Order https://pastebin.com/TMJuumNF thanks for any help.
