I'm using the latest version of Mod Organiser (1.3.6) with the latest Steam version of Fallout 3 on Windows 8.1. Whenever I try to launch Fallout 3 via Mod Organiser (wether it's the default exe or through the script extender), none of the mods seem to load (including script extender plugins.) I noticed that Mod Organiser always opens the game launcher first rather than going straight into the game. I don't recall this ever happening with Skyrim. This is why I am lead to believe that Mod Organiser is not properly launching Fallout 3. I set all my executables to run as administrator and have deleted Fallout3.exe and FalloutLauncher.exe so that I can redownload them by verifying the game cache via Steam. If I delete FalloutLauncher.exe and attempt to launch the game, an error is returned stating that the game is missing and then the game proceeds to launch anyway (without any mods loading.)
Maybe some mods are loading, I can't tell 100% since I mostly have simple texture mods at the moment. What I'm using to tell if the mods load is a coloured map texture for the Pip-Boy, a UI improvement mod, and a script extender plugin that shows other body parts (e.g. legs) in first-person. None of these are working, of course... I highly doubt anything loads since if I open the console and type GetFOSEVersion, it returns an error despite the FOSE loader command prompt opening for a split second prior to the game launcher opening. If I attempt to launch Fallout 3 via FOSE without using Mod Organiser, it does indeed load since the command does return a "1" in the console.
