Fluorescent lights sound way too loud

Does anyone know how to turn it down or just remove it? It's pretty annoying when encountered romping around the wasteland but is turn off the speakers irritating when in a house mod and they're everywhere. I ran into this link that said would fix it but it didn't work for me.

 

Can I just delete the sound files or would that cause problems?

 

Edit: It's the neon ones actually, I opened the Sound.bsa and the sound files in the neonsign folder where the ones that sounded like what I was hearing. Still any way to get rid of them?
