There is currently no mod in STEP to cover these textures. Another mod was that covers this armor was discussed some time ago here. Added in 2.2.9 Core. Use until BOS update.

Thread search isn't working for me, but with this it covered all the stormcloaks. Then I used perfect legionnaire for the imperials and had almost all the war stuff covered.
