Some potentially relevant tips from the top comments/bugs on Nexus:

Certain NPCs have the ability to absorb spells cast on them which is seen by a blue vortex swirling around them. The spell FIZZLE_SpellFailureSPL causes the effect FIZZLE_SpellFailureNPCScript which is not marked as non-absorbable. Thus, all npcs who have this spell and the ability to absorb magic will constantly have a blue swirl surrounding them.

EDIT: I haven't checked if the same applies to the player so you may want to check the player version as well.

EDIT 2: I'm unsure if the mod author is still active so read on if you want to know how to fix this yourself.

Step 1: Run SSEEdit.
Step 2: Set the filter to Fizzle and double click the esp
Step 3: Expand "Fizzle.esp" and then "Spell" in the left pane.
Step 4: Select "FIZZLE_CloakAbility"
Step 5: Scroll down to the "SPIT - Data" section in the right pane.
Step 6: Double click the empty column to the right of the "Flags" row.
Step 7: Select "No Absorb/Reflect" in the list that displays.
Step 8: Repeat Steps 4 through 7 for "FIZZLE_ApplyingSpell" and "FIZZLE_SpellFailureSPL".
Step 9: Close SSEEdit and save the plugin.
Step 10: Enjoy dying after you fail to cast Fast Heal.

Oops, I haven't made it all the way through the STEP guide yet. Good to know that it has a fix patch for the absorb issue, so I can probably back out those xEdit tweaks in my setup.
