Constant Flickering/Shimmering on certain objects

So I had no issues with my Skyrim until a few days ago, I was using NMM to manage my mods and everything was working fine except I couldn't install SMIM because NMM would give me an error. I assumed it was finally time to switch over to mod organizer 2 so I uninstalled my NMM mods and data folder and installed mod organizer and reinstalled all my mods everything was fine except this flickering would appear on my grass and distant objects such as fences or wooden buildings such as Pelagia Farm. I researched this issue which is displayed here Issue except with mountains flickering in the distance which is called Z fighting I have fresh installed multiple times in NMM and Mod Organizer, I have tried the many INI tweaks and disabling AA and still nothing I have fresh installed the game 4 times in the past few days and today I started up my game without any mods and the issue is still prevalent. I'm on my last leg and am quite close to just quitting all together as I didn't have this issue before I fresh installed to use mod organizer if there is any mod or tweaks the could help or possibly solve my issue I would be deeply appreciative.

Looks rather normal to me. Sounds like you are being annoyed by aliasing. You might use ENB and enable the different AA options available for it. EdgeAA should effectively hide the fences flickering. Or if you rather, turn up your graphics card AA, set to Supersampling. Trouble will be getting it to be performance friendly.
