Low GPU usage resulting in low FPS

This will be a fairly detailed post, so please don't feel like you must read all of it in order to help. I simply posted as much information as I could in order to better assist those who may want to provide aid.

 

I've been doing quite a bit of testing and tweaking and I feel like I've got a handle of most of the tweaks I could possibly do to improve my system performance, but I still can't seem to figure out this issue, which is that my GPU has constantly low usage, resulting in low FPS. I've done many test runs with Skyrim Performance Monitor, and it reports about an average of 30 for interiors, 40-45 for cities, and 60-65 for exteriors, which each area increasing in framerate along with the GPU usage. CPU usage is also consistently low, but it doesn't seem to be tied to my framerate much. VRAM and RAM are both consistently high ( 3200MB interior 5500MB exterior for VRAM, RAM usually is about the same as VRAM). I initally thought that this must be related to the VRAM limit since I'm using Windows 10, but after updating to Insider Build 16232 (this build fixes the DX9 issues for those unaware still), I still have extremely low GPU usage. Stability has increased, however, and I stutter a lot less since updating. I do know that this is tied to GPU usage, seeing as whenever my GPU usage does decide to go higher, my FPS increases significantly. Does anyone know what could be causing this?

Intel i7 6700HQ @ 2.6Ghz (I've read that this can be turbo boosted to 3.5GHz; but I'm not sure how or if it would help. Not sure what the difference between this and overclocking is either.)

All my drivers save a select few (which are minor and should not affect Skyrim performance) are up to date.

 

I've been playing other games such as Witcher 3 (with several graphical and Reshade mods), Dark Souls 3,Dying Light, and DOOM all at Ultra settings and with no issue whatsoever. These are definitely better optimized than Skyrim and that affects the performance quite a lot, but I thought I would mention it.

 

The Windows 10 build I have is one of the latest builds you receive from the Insider program, and it fixes the DX9 VRAM issue. I don't have any troubles with that anymore.

 

My laptop has a well-known issue in which there is higher than usual battery discharge, due to the components in my laptop requiring slightly more power than my PSU can give them at max load. I've played numerous other high performance games with no issues in terms of framerate or stuttering, so I am assuming this is nothing to be too concerned about (apart from maybe the life of my PSU), although I could be mistaken, thus I thought I would mention it.

Most importantly, I use Mod Organizer, and my load order was arranged with LOOT and then further manually arranged based on mod author instructions. The mods in my left pane are all set up in a way that will have what needs to be overwritten getting overwritten.

 

Also yes, appropriate mods marked as dirty by LOOT have been cleaned with TES5Edit.

 

When I run Skyrim, I have Nvidia Inspector set up like the STEP guide shows (except that I cap my fps at 60 through here, instead of using VSync options in the ini files or otherwise).

 

I also have CleanMem set to clean system memory every 2 minutes, as well as the TimerTool set on 1.0ms.

 

I'd like to delve more into the GPU/CPU options I find in Nvidia Inspector and Intel Extreme Tuning Utility; but I honestly know nothing about either, and to avoid damaging my laptop in any unnecessary way, I haven't touched them.

I use a number of texture mods although I try not to overdo it. I use Noble Skyrim and Skyrim HD as a base, and have added a few other aMidianBorn textures+Book of Silence, a good amount of Gamwich textures, and some other various popular retextures such as Ruins Clutter Improved and Ultimate Fire Effects HD. I have no parallax, and the only 4K I have are a few textures included in the 2K pack of Noble Skyrim, as well as the uncompressed files from Fair Skin Complexion (assuming the uncompressed main files are 4K, I couldn't actually find it written down anywhere).

 

I have about 250 custom animations from around 15-16 mods, not including an extra 220 loaded in PCEA2.

 

I am also using Enhanced Landscapes with DynDOLOD set on High; and my graphical options in the Skyrim launcher have everything set to Ultra (minus Anisotropic Filtering and Antialiasing because the ENB handles those), with the exception that Shadow Detail is set to Medium.

 

I have ASIS as well, but mostly for the perk and spell features; additional spawns are set to very very low.

 

Warzones settings are set so that every battle is off in the MCM(I turned them off because of the lag), and although I would love to use these features, I'm okay with just the Assault Attack battle locations and the random warzones/ambushes (although I won't be able to use even those if this continues).

 

I also have Crash Fixes with UseOSAllocators=1.
