INI Tweaks clarification...

I just started the fear and loating modding process, and I'm just about to begin the INI tweaks. However, I'm a bit confused as it says to copy-paste the lines under the various headings using MO's INI utility, and I notice that a lot of the lines I'm supposedly meant to copy-paste seem to just read different values for already existing lines, and this is confirmed a fresh NV install specifically for this purpose.

Am I meant to copy paste all the lines under the existing lines; change values manually to those described on the F&L guide and then add the new lines; or completely replace the lines under the headings with the proposed settings in the guide?

Copy paste over the existing lines or change the values to ones I recommend.
