This mod speeds up the reading of INI files by caching them in memory. This is not replaced by Buffout 4, but Buffout 4 has a fix that tells the game to not load INI files that don't exist for plugins that don't have them. This means that the major reason to use this mod (long load times for large load orders) is largely solved with Buffout 4's solution. However, if the mod list has many mods with individual plugin INI files, using this mod *could* improve startup times even more.

That all being said, I doubt that we need this mod with Buffout 4's fix.
