STEP is provided by Skyrim SE Improved Puddles and is a better fit for STEP. Current STEP provides various sizes and styles for the puddles, including frozen ones (which makes sense considering it's Windhelm).

Yeah, I was going to try this one out. Now I know not to due to the weird non-frozen puddles. Now half-frozen slushy puddles would be where it is at :p

I vote to stick with Skyrim SE Improved Puddles. I don't want any half-frozen slushy puddles.
