Exclusive Goodsprings Building Crash

I followed the Fear and Loathing Guide almost to the letter excluding certain mods such as the Advance Gear as well as skipping the  optional step in one of the weapon guides that removed a weapon from a random good springs locker. The issue is that whenever I enter a building in goodsprings regardless of the building I get a CTD. However when I enter a building else where the game loads fine. I tried with multiple saves with no results. I have the Onix ENB but this is the first time I have had this issue. So far the issue only occurs in Goodsprings.

 

Any help would be appreciated. I also have two mods not in the guide. FO4 Quick Loot, and One Tweak. Both mods should not really effect this issue.

Nothing In-game seems to be working to fix this could really use advice.

I narrowed it down to Weather mods, I'm not sure exactly why that's causing an issue. The only solution was uninstalling, but I'd rather not. So does anyone have a solution, for why RWL OR RWLE plugin does not work?
