Stealth modifier at night?

Now that the nights are actually NIGHTS and dark areas are actually dark, has the stealth values been modified to follow suit? Or can you do it by your self?

 

I was thinking in the terms of lowering detection from enemies since bonus sneak would be pretty useless once you reach 100.

Might try something like https://www.nexusmods.com/newvegas/mods/46628/? But I'm pretty sure I've seen a mod for FNV which makes it so environment lighting does makes it either easier or harder to sneak. Just can't remember where I've seen it... Probably googling will help you out there.
