ENB Local Vsync settings not working with mods

So I noticed that when I had no mods enabled, ENBlocal Vsync was working, but when I re-enabled them, it stopped working and the fps went up to 70-90.

 

I will attach my various txt and ini files below.

 

System:

Windows 7 64 Bit

Core i5 4670K @4.4GHz

Radeon R9 270X 2GB 

8GB DDR3 @1333

 

Now I went ahead and deleted the ENB ini so that any error with in that would be taken care of.

plugins.txt

modlist.txt

loadorder.txt

Ah, thanks. That makes sense then.

 

Edit: Anyways, what was confusing me about PresentInterval in the INI is this:

 

2014-12-29 21:20:11 - TESV
Frames: 1393 - Time: 23525ms - Avg: 59.214 - Min: 4 - Max: 70
 
Why does it say max 70? Shouldn't it say maxed 60?
 
Now I know Vsync is on and all, but that doesn't make sense.
 
Edit 2: Please ignore that last benchmark, I copied the wrong one.

That's the correct one. So it is working fine. Though one issue I came across while trying to benchmark was the cart spinning out of control. Even with a fix for that and having Vsync on, it still did that.

Probably some form of scripting issue. With all the mods starting Skyrims little brain gets overloaded and chucks the teddy out the cot on occasions...

Well I guess It's not a big deal for now, Still had a random no error crash last night testing the game by running through the starting dungeon.

I wonder if those Vsync issues are related to the graphics card. I've got the same model and always had trouble getting Vsync to work properly. If I enable it in enblocal.ini, I get annoying micro stutters. And if I disable it in enblocal.ini, Vsync won't work at all, even if it's enabled in both skyrim.ini and the Catalyst Control Center.

So now I have to use RadeonPro to get stutterfree Vsync.
