There are two compatibility patches for Sounds of Skyrim. One requires Dawnguard. If I don't have Dawnguard, does that mean that I don't need this patch, or does that mean that i DO need this patch but i can't use it because I don't have Dawnguard?

If you do not have dawnguard and install an .esp that requires it as master your game will simply not start.

 

Hence do not install mods that require a given DLC, since they include values that are unique to that DLC.

Yes, I know it would result in a CTD as soon as you start Skyrim. I was asking because I know some mod authors are trying to just consolidate all of the dlcs and assume everyone has them. For example, about a month ago, SparrowPrince had the "DB WAVES" addon for WATER require Dawnguard for some reason even though the changes were to dragonborn. I was actually responsible for him fixing that, ha.
