Skyrim SE Step Guide Part 3 Help

I'm working on the 'Clean the Vanilla Masters' step of the guide. However, I only have 10 mods listed instead of the 78 that is referenced in the guide. When initializing the game, I have gone into the Creation Club and downloaded all the files, but it still only lists 10 mods. Does anyone have any idea on how to get the rest of the CC files onto my mod list?

Are the CC plugins in your SSE \Data directory? Click the little folder icon at top of MO left pane > "Open game folder", and then open Data. 

If you don't see the CC plugins, then you didn't actually acquire the files. Revisit the SSG and follow the initialization instructions exactly. Make sure MO isn't running when you are doing this step. If you still aren't acquiring the files under \Data, then it's likely that you have permissions issues. Be sure to follow the SSG from the very beginning in that case. Installing Steam, MO and other tools into UAC locations can cause permissions problems. Don't install into OneDrive or Google Drive locations either.

If you DO see them, then MO is not picking them up for some reason.

If all else fails, you should consider removing/restoring the vanilla game and verifying game files in Steam (see SSG).

I'll try and follow the SSG once more. When I hit 'Play' in the launcher, I there is no 'Download' option. I have to go to 'Creations' and then 'Options' and from there I downloaded all of the creations. Would this mean that i should reinstall the game files?

It looks like you didn't acquire the AE Upgrade. At the top of the guide:
