i don't understand what i am meant to do here?
created the empty mod that step 1 want, but which SKSE path should i place and where in it? the one to the tool folder? or is it in some other fodler?

1. Copy the entire SKSE/ path from the source mod into the new mod.
2. Delete all content under SKSE/Plugins/ except the INI file.
3. Prioritize this configuration mod just after the source mod in MO such that the INI will override that of the source mod.

Do exactly what is instructed. Install Uncapper as a mod, and copy the SKSE folder from that mod into this empty mod using Windows Explorer. Then do step 2 in the config mod. That's the INI you will want to modify so it isn't overwritten if you update Uncapper.

ah okey many thanks for the clarification, presume the same is to be done for the CoMAP mod  as well as it was written the same.
