This has been dropped, though what its been replaced with doesn't appear to be in the guide yet.

Has been replaced for the "tweak" in Wrye Bash: Bashed Patch. You can select it in Tweak Settings: "Crime: Alarm Distance" while rebuilding the Bashed Patch and it ranges from 500 to 8000 (right-click to select the value).

 

EDIT: You can enter a custom value too. Just make sure you select "Tweak Setting's" box along with "Crime: Alarm Distance" box to enable the tweak.
