The number of mods does not matter as much as the amount of texture memory you require. That takes time to load is textures.. if you have a slow HDD then this will become an even larger issue. Should not be an issue for an SSD.. but for 7000rpm HDD´s it will become noticeable quite quickly.
Try to disable the texture parts of your mod list and then test without all of that. (Just all the ones that do not come with .esp´s etc. Most of them should be landscape and skin etc.)

Well I guess I know a thing or two about skylight.... And since it is rare I get this level of feedback I am going to see what I can do to help ya out.
1: Lens flares... these effects should not be on by default. If they are on it is because you have textures for them. If the various textures for those effects are just empty they should not show.
I only like lens effects for various screenshots... and as such they should be disabled.
2: Sun rays and god rays... there are two options in ENB. One is the rays you get if the sun is behind a tree or near a building etc... it will be a sun ray.
Then there are the god rays produced by the clouds. It depends largely on your choice of texture, and for the vanilla weather version is should not be a super pronounced effect.
3: Darkness... the first thing to say about darkness is that ENB cannot produce realistic lighting... since the game does not support realistic lighting. 90% of the game is lit up by ambient lighting in vanilla. With lighting overhauls more of this goes to point light sources without shadowcasting. ELFX is what I normally recommend since it has imo the best scenic moments... like walking into dragonsreach with ELFX and without... and you will know what I mean. Those extra effects just add a nice touch... it is not realistic, but it is nice to watch.
That said ELE is a requirement, since it normalizes every interior so they all have the same base colors. It might be boring but it does ensure that you get consistency. From what you describe it sounds like you do not have the proper load order... you can go to the skylight page and look at the uploaded shots for interiors from various people.. it should look like that, which I would not call dark to the extend you describe.
As for exteriors. If you use pure weathers then nights are going to be dark.. because the author decided that black is a good idea... but since post processing works by multiplying pixel values... then 0 * anything = 0.. so it cant be changed without altering pure weathers. I have tried to make it as bright as it can get without looking really silly.
This issue should only be present in pure weathers however.
If what you see inside interiors and exteriors is not to your liking then there are several ways to make things brighter. Ofc. I assume that you have set the ingame gamma value to 1 (Ie you have never touched the brightness slider in options) Also I assume that you have at least calibrated your monitor once. Most default settings for contemporary monitors have really bad contrast settings that are not made for darker colors.
Other than all that I have covered the various variables that will allow you to make the game brighter in the guide. You can do this ingame and once done and saved you never need to do it again.
Hope that helps you a little bit, if not just write again and I will see what I can dig up of old memories.

However it is worth noting that most of those shots are taken during night time!... and there is a different in lighting level depending on night or day in many interiors! (When using the mods supported that is.)
I guess it is a tad to dark for most monitors that are not properly calibrated. However I do recall that I put the relevant options in the guide for personal tweaking, and interiors are simple since it is only one set of values and then it affects everything.
My first guess would be the adap min and max value.. those should be easy enough to adjust so it works for your monitor.

With that much you can just use 8192... There will not be any difference going higher, but there might be if you go lower... however marginal.
The limitation is still that dx9 does not really support values larger than 4Gb... so the excess is kinda just there working as a bit of extra buffer.
The formulae you find are mainly for people who does not have those huge amounts of memory... and where some slight tweaking might be required.

That is just the LOD texture that is loaded instead of the up close one. After a while it should transition into the proper one. The most common cause for this is that the game cannot load in all assets quick enough.

You have terrain parallax enabled in your ENB settings. Disable it and it will go away.

Black textures mean the texture was never loaded, which means you are out of memory. The game simply could not load all assets in a timely manner, hence a black model was rendered. Most likely a CTD will follow soon after since it sort of corresponds to the game expecting something to be in memory which is not there. And programs never like when they look for something in memory that is not there.

Since the 650 was a budget version if I recall it had some of the features of the 660´s but at much lower clock speeds and memory.
First thing is to drop AA... that card simply was not really made for that.
Do not worry about usage... on just about all cards any full screen game will make full use of the GPU. It is not a bad thing in itself.
Also the intro will always show lower performance than most of the rest of the game due to its complexity. If you want a better idea on how your game is going to run do a generic console start from the main menu.
Open the console in the main menu and type "coc riverwood"
In short 1Gb is really pushing it at 1080p... Especially if you want AA activated. And again keep in mind that the clock speeds on that card is not as high... compared to a 660 which wont care one bit about 1080p, even with AA on.

Everything ENB does is contained inside the d3d9.dll file. The enbhost.exe is required to create the additional processes that will contain all the extra textures so the game does not crash.
The enblocal.ini contain all the parameters you can modify to adjust how the program works on your system.
Everything else is related to the graphics part of ENB and is only relevant if you use that. It might auto generate the files on startup, but that is about it.

You can always replace textures as you see fit. The only issue you might have is that they do not blend nicely with each other, but that is mostly subjective. You can always try it out and see if you like it or not and then revert if you do not.
Textures will not influence your saves etc.

Well at least you got the normal map! :)
You would need to look at the path
...\textures\landscape\trees
It will contain the textures related to trees. You most likely just had a bad installation of whichever texture mod dealt with trees.. a reinstall should sort it out.
Specifically you will want to look at the files with .dds not _n.dds

That is just DoF triggering on and off. In your enblocal.ini you can enable edgeAA and they will always look full.

You need a specific skin texture mod to handle hands, and skin in general. Those textures do look like they are more or less the vanilla ones.
If you can afford it then go for some 4k textures for skin and a decent normal map. For males I think this one is the best around currently.
for female it depends entirely on what meshes you are using.

If you experience lag while scrolling around, and long load and transition times then optimization might be worth considering. Or just if you are very... strict about how much disk space you are using etc.
However if you have a 4Gb card then you wont notice any difference what so ever with the textures in STEP core or extended.

Was going to suggest that you look at whatever preset modes your monitor has if one does it but another does not.
In general you should always be able to just use the default mode and then tweak that until such issues go away. Most modern monitors have quite detailed settings. On older ones it can be quite a hassle.

As for the "issue" if all you wanted was to get the ability to smith daedric you could simply have used the console instead of wasting a million years forging iron daggers.
I forgot all the specific details of forging.. but as I recall then you can only forge daedric during the night... or perhaps it is a mod that does that. I am sure someone will come with those specifics.
Last welcome to the forums, but please try to keep the temper under control. It is just a game, and there are no RNG to troll you, just a collection of mods that might alter things from what you are used to.

Your link to what it shows does not work.
however in general if ENB flat out refuses to start up then you have either some security settings (this includes Anti virus) that prevents the .dll from working, or a driver issue which showhow is messing something up. The final alternative is that you have some other 3rd party app that is already hooked into the game which will prevent it from working. This includes various monitor software, as well as overclocking software. So make sure to also disable any of those.
But since you are using Nvidia then there should not be any driver related issues to startup at this time... I ofc. assume that you are trying the 262 version of ENB.

A: you had some ordering issues with bad pointers between mesh and textures...
B: You had too little memory and the textures failed to load properly.
C: You had bad textures which could not load resulting in black, blue, and/or shiny apparence of objects and actors.
D: Something else I am too tired to think of now.
Without specific screenshots and a more reproduce able context it is hard to tell which it might be.

Delete the .bsa and .esp from your data dir manually, and then do not reverify the game using steam ? I would think that would be the most easy way to do it.

It is a skylight and vividian thing mostly, since they use the same shaders. Serenity use a clamp mechanism to make sure the image space values all are in a certain range... which is something I have considered just to open up the options of a little bit more customization.
In the enbeffect.fx file you will find a line that says AGCCSkylight.xyz, below it you can find the vanillaAGCC.. it will have the games original post processing with all its issues and glory etc. The easy solution is to simply activate that line instead. However then the visuals will ofc also change since now the image space values are applied again. The more complex method is opening up the AGGC.fxh file in the shaders folder and manually alter the code! Or just let me know what you specifically require and I will take a look at it. Since my AGCC is so simple it is easy enough to build on top.
The reason I have done it like this is that I hate image spaces... they are annoying when you do ENB presets for a number of reasons.
One is that you make one location look stunning, but the next one will look like... meh since some imagespace value is radically different.
Two is that it is required to make sure adaptation actually works and plays nice, without being annoying and triggering all the time.
The only image space values I use are the tint and brightness, tint because it was a faster way of making weathers look different, and brightness because it is required for night vision and a number of other effects to work. (More specifically then it is the cinematic brightness value)
Also the tint value is required for some of the shout abilities.
For fadeing to black and back then brightness can be used instead of contrast under image space modifiers. For pointers you can check out the imagespace modifer for slow time and night vision, they both show how it can be done.
Other then that then just ask if you want something specifically done. I do not mind helping out! :)

You most likely have TAA enabled in the ENB preset you are using... what you see is most likely ghosting which is a side effect of using that particular form of AA.
You can verify by disabling it in enblocal.ini.
If it is not because of that then.... hmmmm

phazer : Only 1440p on my 660 GTX 2Gb... with 25-30 avg FPS in most locations. Some heavily forested ones go down to 20. On 1080p then it is 40-50 more or less consistently.
The TI is a better card so it should be able to perform better.
Transition issues are tricky, since it is most likely due to how stuff is loaded or how much is loaded. I would first try the disable/enable ENB to see if it is an ENB effect that cause the slowdown or if it is just generic skyrim. Depending on your shadow and grass ini settings then ENB shadows can cause these huge slow down during transitions. Also like root says.. do not accidentally press the limiter keys! :)
Ofc. it is also a good idea to just check using only the default ENB files.

There is always an ini file uses... all ini files should have the same interior values on everything or you will experience issues with interiors suddenly looking off. When you open the weathers tab you will be able to see the name of the .ini file currently used.
If you where in an exterior cell and then went inside the weather still works. However during certain dungeons there aint any weather, and the ini file reverts to use enbseries.ini values.
Also as long as you follow the SRLE guide then you can disregard what mangaclub says about Relighting skyrim and ELFX. The reason both are used in SRLE is because ELFX does not cover everywhere.. and Relighting skyrim does. However Relighting skyrim only affects all the locations that ELFX does not. When you throw ELE on top then you have every single interior handled, and you really only need to make sure a few locations look good and you can be sure they all will.
