Extract Skyrim native BSA's?

Sorry for my English and if it is wrong topic.

 

Just read a discussion about Mod Organizer 2 and BSA support in it. So my question: is it possible to extract all Skyrim native BSA archives, create mod(s) from them and then remove this BSA's from skyrim.ini? Will it work?

I read somewhere that some mods are not working with extracted archives or working incorrectly. At least I remember that MsJennaBee wrote about it in the discussion of the Expanded Towns and Cities (ETaC) mod. But it was quite a long ago and since those time I never tried to extract ETaC's archives.
