Do I need ENBoost with Project ENB v0221?

I'm setting up my new mod list and have installed v0221 of Project ENB along with climates of tamriel. I've been reading all over the internet (Project ENB nexus page, STEP guide, multiple online tutorials on webpages and youtube, etc.) and it's always extremely conflicted about if it's necessary.
I've heard that the unofficial Skyrim updates fix certain memory issues to allow more RAM usage on 64 bit systems, I've read that the newest versions of most ENBs include ENBoost files (which I can't verify for Project ENB), I've even read that ENBoost is obsolete at this point because the files included in ENB presets are exactly the same as ENBoost separately.
Honestly, I have no idea what to believe. I want to use high res textures along with many other mods so I know I need the increased memory limit but I don't know if I need ENBoost to get that.
I also need to know what the formula is really asking for because I've read conflicting posts about that too.
I have a GTX 970 with 4GB of video memory, and I have 16GB of ram in my system so what would I put in the formula assuming I need ENBoost? Am I supposed to check my system memory usage while playing Skyrim to see how much to subtract from the formula?
Again, I have no clue about any of this because there's very few people on the web who seem to agree. I'd really appreciate the help though.
