Input stops working after loading any save

I just did a STEP 2.2.9. Everything fired up fine. I played through the intro all using my 360 wireless controller. When I load any saves from this new game, I have no controller input or mouse or keyboard EXCEPT any buttons that open the menu work and navigation inside the menu works. 

 

I have restarted the game to see if I can duplicate the error and in fact it does. Input functions as it should until quitting and starting the game again.

 

Something is corrupting something but I have no idea what or how to figure it out. Any ideas would be appreciated.

Does your controller work with big picture mode in steam or do you have a separate program interpreting the input?

You might also check your skyrim.ini and make sure GamepadEnabled is set to 1.

It does work with Steam Big Picture and I verified the ini.

the gamepad must be a XInput device... like XBox 360 or XBOne. 

A generic controller wont work. 

If you are using a generic controler then look for a way (program) that can emulate an Xbox 360 controller
