Buzz sound for neon lights is too loud

I've been playing F&LNV and love it but the buzz from the neon lights is killing me.  It's much louder than any of the other effects in the game... unrealistically loud.

 

Is there a file I can modify to lower the volume?  I've done some audio engineering so will have no problem with modifying the wav or mp3, but need some guidance as to which mod may be adding the buzzing.

The neon lights on the strip? Those are vanilla as far as I know. You may have to extract the Sound BSA and look in the fxemt folder. There are multiple folders in there, but they should have names that make sense like neonsignbig and thetopslights.

I'll extract those and have a look.  Where should I extract the archive?  The Fallout NV data folder, or?...

I'd extract it to a working directory, then modify the files. Move the modified files somewhere else, recreate their directories, and repack in an archive. Put the archive the MOdownloads folder and install it as a mod.

Now I do not know anything about this game but is it not like skyrim where you can simply open the record for that specific sound and adjust the sound intensity value? And fix it using an .esp rather then a direct file edit ?
