Strange water glitch when using ENB with MO in Fallout 3

I have this glitch when using an enb with MO.  What appears to be a layer of water texture overlays a chunk of Megaton.  When I start the game with the .exe ENB loads and there is no glitch but if I use MO to start the game, even when I've disabled all mods, the glitch appears.  Does anyone know what might be causing this?

I'm pretty sure that this is known issue. I've seen it on the ENB forums a few times, you might check there for a solution.

There are reports of a very similar issue with ENB but those don't have anything to do with MO and instead have to do with confilcts with vanilla fallout.  The ENB runs fine if I don't use MO.

I seem to recall seeing that happen once when I'd forgotten to turn off AA and so on in the actual FF3 launcher.

I have AA and AF turned off but the glitch only appears when using MO and does not appear when I run the game normally, even when using identical settings.

I reinstalled all the mods with Nexus Mod Manager and started the game and the glitch was not present, fairly conclusively proving it is a conflict with MO.  Very curious what's causing it.

I've got the same problem. I will try using FOMM and see what happens.

I recently again redid FO3 and ran into this issue. I'd followed Kelmych's guide, except for ENBoost, knowing I'd add an ENB at the end.

 

When I started over and added the ENB files at the time Kelmych's guide suggests adding ENBoost, the problem didn't occur. Was using MO.

There is a mod(s) you have to disable and save then re enable it...

I can't remember which but I do remember is was a strange effect from the problematic mod
