I want to add to that that I did try using the command lines on MM2 and it results to this. Sorry for my obliviousness and technological illiteracy if I am missing something obvious.

Thanks. Please upload ..\skse\plugins\DynDOLOD_Data\DynDOLOD_Tamriel_Objects.txt from the DynDOLOD output.

Enable papyrus logging. coc Riverwood from the main menu and wait for DynDOLOD to initialize.
Make a screenshot of the DynDOLOD SkyUI MCM - Information page. Place the mouse pointer over Grid: 20480 so additional information is shown at the bottom.
Upload that papyrus log.

The command line argument is missing the double quotes around the path as shown at https://dyndolod.info/Mods/Skyrim-Special-Edition-GOG-Skyrim-Anniversary-Edition-GOG#Installation

The papyrus log seems to show that an existing game is being loaded.
As explained, start the game and use coc Riverwood from the main menu to simulate a test with a new game.

If it works then, make sure to follow https://dyndolod.info/Help/Clean-Save for the existing save.

If the problem also happens with a "new" game with coc Riverwood the from main menu, upload new papyrus log and also DynDOLOD_Worlds.txt and DynDOLOD_Tamriel.txt from the ..skse\plugins\DynDOLOD_Data\ DynDOLOD output. Also upload c:\Users\rlamb\Documents\My Games\Skyrim Special Edition\SKSE\DynDOLOD.log

Okay.  I start a new game each time with alternate start.  I never start this process from a save.  But I will follow those instructions and resend those logs.  Maybe that's why it's not working.  I'm hoping anyways.  Thank you

I deactivated dyndolod and large reference fix..  I went back in Inn and it said dyndolod was activated, not large reference fix.  Unchecked again and followed the steps.  When I did go outside, the water wheel was there.  So it's a clean save.  2 logs below because I wanted to see if the water wheel was there from the same save when I had dyndolod enabled.  Papyrus 1 is the first "clean" save.  The papyrus 0 is when I went outside to see if water wheel was there.

I re-enabled dyndolod output.  Ran game.  I included 2 pics of what happened.  I got dyndolod to reload/enable when I went to Fort Dawnguard.  But the pics are when I went to White Run.  Latest papyrus log.  https://ufile.io/7id4xwfa

Maybe the settings and/or asus 6800 gpu just cant handle a mod order this large with high settings.  It's just weird it's the only thing I've seen not show up.  Waterfalls and streams are perfect.  I have a couple windmill mods and they also work.  Also using skyrim re-engaged enb highest settings.  Everything looks amazing, just the water wheels are missing.  The splashes are even there.

What is preventing you from starting the game, coc riverwood from main menu, wait for DynDOLOD to initialize and in case the waterwheel did not show to upload that papayrus log and SKSE/DynDOLOD.log?

Added last 2 papyrus.  Papyrus 0 is the latest one.  That's when I went outside in riverwood from previous save.  Clicked on both boxes and waited for dyndolod enabled popup.  Then coc riverwood.  Still no water wheel.  It's like the one time where you had me send the pics of dyndolod menu and cursor.  Said the same thing.  It has to be a mod inferring with it.  I have automated static fix which makes the water wheel turn correctly I guess.  I forget the reasoning for it at this time.  But I had it uninstalled one time and water wheel still wasn't there.  Although I didn't do clean save either.  Just redid texgen and dyndolod and then started up new game.  In perfect world, I would disable a bunch, rerun tex and dyn and see if its there. Then keep enabling more until I find culprit.

Start the game. Do not load any save game. From the main menu, open console with ~, type coc riverwood. Wait for DynDOLOD to initialize. Quit. Upload that Papyrus.log and DynDOLOD.log

LODGenx64Win.exe failed to generate object LOD for all worldspaces, including Tamriel. The outputs says "LodGenx64Win.exe retrieved E0434352" which this explains as "Install/Update/Repair .Net Framework 4.8 or newer. Install/Update/Repair .NET Runtime 6 or newer." But the installer say that both are up-to-date and can't find anything to repair. Checking the command prompt window and logs doesn't show any error messages, they all look like this:
