Whenever I try to install MCM through MO2 and it starts running the external installer, it brings up the following error:

Installation failed
---------------------------
Could not load file or assembly 'file:///C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas\NCC\GameModes\FalloutNV.dll' or one of its dependencies. Operation is not supported. (Exception from HRESULT: 0x80131515)

Anyone know how to fix this?

It looks as if you've installed MO2 in the Fallout New Vegas folder and this won't work properly. The virtual file system is known to break when MO2 is installed in the game folder and possibly anywhere in the Steam folder. You should create a separate folder outside the Steam/game paths and outside any folders controlled by UAC (say something like C:\Tools). You may also run into issues with permissions or antivirus software if you have the game installed in the C:\Program Files or C:\Program Files (x86) folder so you might consider moving Fallout NV somewhere else (say C:\Steam).

Okay, I was able to relocate MO2 outside of the F:NV folder and outside of any UAC folders. I also moved F:NV to a Steam folder outside Program Files in C:\Steam. However, I am still getting the following error in the new location:

Could not load file or assembly 'file:///C:\U.L.T.I.M.A.T.E. Modpack MO2 (New Vegas)\U.L.T.I.M.A.T.E\NCC\GameModes\FalloutNV.dll' or one of its dependencies. Operation is not supported. (Exception from HRESULT: 0x80131515)

Nevermind, I figured it out. I needed to download and unblock the archive version of MO2 and replace my other installation with it. For anyone else wondering, you unblock it by right clicking on the .zip and checking it off at the bottom. Thank you for your help, I have a cleaner installation now :).
