What happens if you run TexConvx64.exe from a command prompt? https://dyndolod.info/Help/Texconv| Install, update or repair Microsoft Visual C++ Redistributable packages for Visual Studio 2015, 2017, 2019 and 2022. Make sure the OS, UAC, anti-vir or some other 3rd party crapware is not interfering. Install the latest graphics driver only without any of the crapware.

Pay attention to error message, especially in the TexGen log when it generates billboards. As explained at https://dyndolod.info/Help/Ultra-Tree-LOD, if a 3D LOD model does not exist, then the LOD will be using billboards as fallback. -

Test if generating object LOD with Alpha 153 works. If not, upload new crash log. -
Ask a specific question/case. The explanations are the intended/expected behavior. Force always means, the destination is replaced by source. The "Limit" uses the source worldspace coordinates, because that is where the data comes from. The "Force" uses the destination worldspace coordinates because that is where LOD is combined and checked. There might be cases where source Limit and destination Force coordinates might need to cover different areas.

If a full model/mesh is not used for LOD texture generation by TexGen and not used for LOD generation by DynDOLOD, then the obvious answer is no. https://dyndolod.info/Updating https://dyndolod.info/How-LOD-Works

The log from MO2 helps if there are problems with MO2. In case of terrain LOD if the destination worldspace does not have a LAND record, the data from the LAND record of the source worldspace is used but it should use the data (waterheight) from the CELL record of the destination worldspace. In case of object LOD, it means a cell that has no object LOD in the destination worldspace. In case of tree LOD, it means a cell that has no tree LOD in the destination worldspace.

The 16 test files I uploaded each contain one of the 16 shapes from 00. Object LOD / the 00 test BTO does not contain terrain LOD. -

Shape names in LOD files should not and do not need to be sanitized. It might affect snow/ash shader and maybe large references. -
The archive does not contains the bugreport.txt. As explained at https://dyndolod.info/Official-DynDOLOD-Support-Forum#Copy-and-Paste-Text, do not post screenshots of messages or the tools. Make sure the system is stable, overclocking, cooling, memory settings etc.

Because you are not reporting the actual problem. https://dyndolod.info/Help/Texconv DynDOLOD includes a customized version of Texconv to convert different texture formats. Do not replace Texconv with other versions.

Download https://ufile.io/2i83iag7 The archive contains a list of BTO files. Remove the numbers 00. to 16. in front of the usual filename and test them one by one. The first 00. will probably still crash. You can stop testing once any of the others with a number >= 01. crashes. Upload the crash log and let me know which number crashes. -

Question about water LOD color

https://dyndolod.info/Help/Terrain-LOD-and-Water-LOD LOD generation does not affect the LOD water record or vice versa. Color may also be affected by the LOD water reflection settings. Best to ask questions about water records on the comments of the mod changing them. -

Hide/Remove all generated BTO files and only keep the one you uploaded to make sure it alone cause the CTD. Then replace it with this version to test if it still causes crashes https://ufile.io/5ngw1ud7 If it still crashes upload new crash log -
Empty BTO happen because triangles are optimized away. Their purpose is to overwrite other (vanilla) files. If a texture is purple, then doublecheck NifSkope can really find the texture.

Yes, use the LODGenx64.exe for now by deleting or moving LODGenx64Win.exe.
