I installed SSE-Terrain-Tamriel.esm. Reran xLODgen. Uninstalled SSE-Terrain-Tamriel.esm. And the problem seems fixed. But for now I went to the same spot near Dawnstar where I was having trouble and all is well. Thanks, Sheson! (I am afraid I am out of first borns, though.....)

Never could figure it out on my own. Here is my mod list to cross reference against David2048's mods. Active Mod Files:

DynDOLOD destabilized my game
Zanderat replied to xenofactor07's question in DynDOLOD & xLODGen Support
Does MO play nice with .dll mods? I thought that they needed to be direct installed into the data folder, not virtual? -
I am using xLODGen-19. I will try, as you suggested, to get the cell coordinates to check for overwrites.

I think this shows what you are looking for. First is 4.4.24, the second is 4.4.28. To test vanilla LOD, is there a switch or command I can use in xLODGen, so I don't have to uninstall everything? Thanks!
-
Testing still points to xLODGen. Even though 3DNPC.esp does alter the area in question, rerunning xLODGen and excluding 3DNPC.esp still shows the error. I also tried disabling it altogether from load order and the error still happened. So most likely a coincidence. I don't have nifskope (nor experience using it), so most likely I have checked everything that I can on my end. Active Mod Files: Since the error only seems to happen in a very localized area, I can continue my game and not have to see it too often. If you feel that is a bug that I can assist with, please let me know. I appreciate your help trying to troubleshoot it.

Turned up one possible culprit. https://www.dropbox.com/s/0lxv8autyx6n90s/New%20Bitmap%20Image%20%282%29.jpg?dl=0 Can it be fixed or should I rerun with the offending mod (3DNCP.esp) excluded? Or maybe just delete the .btr file in question? Sorry, no nifskope here. But I can get it and try.

So, reran XLODGen default w/ baked normals and reinstalled. The problem is back. Here is the location data. (Should I report in the xLODGen thread?) xLODGen Logs.7z

Can't edit my post. This time I will run with "optimize unseen" turned off.

OK. So, Data\lodsettings\tamriel.lod is not being overwritten. BUT deleting the .BTR files fixed the problem. Judging by the timestamps, they were all generated by xLODGen - Terrain LOD beta..... I guess I will regenerate. Log is here: https://www.dropbox.com/s/7661x3uol7puxfe/LODGen_log.txt?dl=0 No obvious errors. But this line looks "wrong". How can there be a negative value here?

Thanks, Sheson for the suggestions. I will report back.

Update: Still can't obtain a form ID. It warps and moves, disappears and reappears whenever I try to get close to it. I don't think a specific mod is causing this. I believe that it is a weird end of the world engine bug. It is possible, while not caused by a specific mod, that it could be aggravated by one or a combo of mods. Further proof of this is that when I do enable Nico21000's culling fix, the shape becomes "fixed" and then I can get right up to it but still can't get a form ID. When that happens, you can see the sky and the water get "mixed up". It only seems to be a problem in a very specific location (the sea between Dawnstar and Winterhold). See the screenshots below. The first shows the shape change when the culling fix is apply. The second is up close with the culling fix. Note that without the culling fix, I can't get close to it at all, as I mentioned above. This is very weird.

Thanks. I will try. The problem is that the "shape" moves. I haven't been able to get close enough to get a form ID. Here is another view of the same issue. Spun around towards land looks like this:

FYI. My issue with the sky by Dawnstar posted above I believe to be an engine bug related to culling. Nico21000's fix here, https://www.nexusmods.com/skyrimspecialedition/mods/6314?tab=description did not help. Need to keep investigating.

Not sure. But installing DynDOLOD is really the only change I have made recently: https://www.dropbox.com/s/ec0pfttdnwxpz0h/DynDOLOD_SSE_log.txt?dl=0
