wanted Restricting Announcement Forum

On the old forums the announcement forum was locked down to all but staff (or at least I think it was). This is standard practice to the majority of forums on the net. I think it would be a good idea to lock ours down as well. Leave it open to staff so they can still post announcements, but thread creation and posting restricted for everyone else. This will prevent topics from being discussed away from their intended threads.

The forum is locked down the same as it was. Only admin and staff can create new topics, but members can reply to existing threads, unless they are locked.
