That's actually a pretty good idea.

 

At least now the face butcher has a better use other than the achievement. XD

I think this is a brilliant idea. It makes sense logically, and it gives the face sculptor an actual gameplay-relevant reason to exist.

Now if there was only a way to enforce that you changed your characters appearance enough that you wouldn't be recognized. I mean technically you don't actually have to change anything.

But if you change your face, and you have formerly been recognized as Dragonborn, champion of the realm and whatever, all those titles should be taken away from you, plus all your land possessions. Or at least you have to kill random NPCs that inhabit your houses after you "vanished" from Skyrim to never be seen again.
