I thought this was patched. Use potion that increases enchanting, enchant gear with alchemy bonus, put on gear, create potion with higher level of enchanting, etc etc... I did 3 rotations and my potion increases enchanting by 151 right now. And my enchanted armor with alchemy is at 69%. 

Where is the limit? I wanted to be powerful but I didn't want to break the damn game... I thought USSEP patches this.

Just don't exploit the game if you want to role play and enjoy it. Google can help with your question, but it seems easy to resolve by avoiding the 'farming' potential that exists in many games.

Well I should explain that I looked up what the "cap" is with the USSEP patch but nobody, can seem to give a legitimate answer as everyone got different values somehow. And I already farmed for it lol. But I didnt expect the values to go up so high! I could just not upgrade but my worry is I am unsure how the difficulty is affected by mods in this guide. Ive been running legendary and getting one tapped by anything but slowly making it through. 

Thank you though, maybe Ill just create low buff number and keep playing.

Nothing in the Guide affects the difficulty of the game besides maybe Uncapper, but that is default unless you set it up. Uncapper could help you in your situation too. The issue your having with difficulty is because you've level so much and the game difficulty is adaptable to your levels. Sounds like you've unbalanced your game by farming so Uncapper may not be of any use now.

After some testing, I came to realize the buff from enchanting while using potion enchanting buffs is not linear, and comes to the point where it only increases by 1%, I stopped when I saw that. After making ebony gear with health and stam buffs with elemental damage reduction etc, NO potions, at the start of the game I feel powerful but one guy with an ice blizzard ability still rocked my world instantly so I guess I'm not as OP as I thought. I am heavy hitting a giant 3 times and they go down. And they barely budge my health... 100 mag, 486 health, 680 stam lvl 42.

In my understanding Uncapper with stock settings should be doing what you're looking for - if I read the documentation right, it introduces a hard cap for stats in formulas, which is set to 100 by default. So unless I read it all wrong, you will not benefit from any fortify potions or enchantments once you reach 100 in a skill. Which makes fortify skill a rather situational and temporary type of bonus, with stuff like magick resist, raw health/mag/stam, spell cost reduction more valuable in the end.

That said, I'm not 100% of that so if anyone more knowledgeable on the Uncapper would correct me, I'd very much appreciate it.

Edit: after testing some stuff at 100 skill and with buffs what I said does not seem to be the case, although to what extent I'm not sure. That said I rarely do fortify restoration loops (and iirc it gets patched in USSEP), so I really don't know.
