upgrade Forum Maintenance

We've completed some changes to the forum structure. These changes were mainly completed to support a more organized structure and to better optimize the content that users are viewing.

• Moved the two top-level forums under the Mod Authors Mod Topics category into their respective game's Mods forum
  • These forums weren't receiving any traffic, therefore, we have adjusted accordingly to no longer host them at the top level of the forum.
• Moved the Supplemental Guides forum from Supported Games up to a top-level category to replace the "Mod Authors Mod Topics" category
• Created new top-level forums for the new Supplemental Guides category
• Moved the single topic buried within the Mod-Build Guide Framework support forum to a Supplemental forum and archived the empty forum
• Moved scattered topics into their new corresponding Supplemental Guides forums
• Archived a few deprecated topics that had not been previously archived
• Archived the Community Information top-level forum under News & Announcements category. The topics it held have been moved into the Step Policy forum under Supplemental Guides category.
• Archived the Exclusive Discussion top-level forum and all the subforums and topics within. These were exclusive discussion and spaces for Mod Authors and their teams; however, they haven't been utilized in 2+ years. Any Authors that had topics within these forums may contact a member of staff to retrieve the topics.
