Various ENB I've attempted to use has encountered this problem (I've only tried three since my latest installation of Skyrim, Bleak (my usual, though it's outdated), Dark and Tender (I didn't use this one for long so I don't remember if it had the issue or not), and Grim and Somber Jyggalag. Both Bleak and GS Jyggalag had this issue.
If I turn off the effect with the in-game ENB menu, it fixes it (though disabling the ENB preset). If I change UseDefferedRendering to false, it fixes it (though disabling a ton of the ENB's shading effects that I would like to keep). I don't remember if it was with Bleak or Dark and Tender, I believe the latter, that seemed to be fixed by disabling AO via the in-game ENB menu, whichever it was there still seemed to be issues or at least didn't provide the desired effect.
There seems to be no issue with ENB on it's own, before installing a preset.
There doesn't seem to be any visual issues when loading the save I made prior to any mod installation (COMPLETELY Vanilla Skyrim). However when my character is told to walk to the chopping block, they don't, they just stand there and I can't move the camera. I saved there, tried to load the first vanilla save, then load that one again and the game crashed. Not sure if it's related to the rest of this or not yet.
I also didn't have this issue during my last installation of Skyrim (which was probably about a year ago).
I've followed S.T.E.P. almost to the tee (only changing preferential based things and downloading a few extra mods XP32 Maximum Skeleton Extended, Alternate Start - Live Another Life, FNIS Creature Pack and the data files for Grim and Somber ENB), though I haven't finished it yet due to this issue. I'm between steps 2.D and 2.E.
I also installed ENB as directed, both the base files and the ENB Presets I've stated.
I have no idea what's causing this or how to fix it.
